The change in the P7S1 shareholding resulting from MFE's voluntary public takeover bid was reviewed by the Bavarian Regulatory Authority for New Media (BLM) and the Commission on Concentration in the Media (KEK) to assess its impact on plurality of opinion and information. This was the first time that the novel provision on the assessment of mergers in the media market under the European Media Freedom Act (Regulation (EU) 2024/1083; EMFA), which has been in force since August 2025, was applied. In its decision of 11 December 2025, BLM determined that the change in ownership is unobjectionable under the EMFA, the State Media Treaty, and the Bavarian Media Law.
