The Deutsche Bundesbank (Federal Reserve Bank of Germany) had invited tenders for the production of euro bank notes – equivalent to approximately 27% of the total requirement of new Euro bank notes in Europe in 2011 – in several Europe-wide lots. The offer of the Bundesdruckerei (Federal Printing Office) was not successful owing to economic reasons and, for the first time, the Bundesdruckerei did not obtain a printing order from the Bundesbank. The Bundesdruckerei initiated review proceedings. After the competent public procurement tribunal had rejected the petition, the Bundesdruckerei filed an immediate appeal with the Court of Appeal of Dusseldorf and a petition to extend the suspending effect of its appeal. The Court of Appeal, in its decision of 28 October 2010, dismissed this petition for lacking sufficient chances for success. On 1 November 2010, the Bundesbank awarded the contracts to the companies Joh. Enschedé (Netherlands), Oberthur Technologies (France) and Giesecke & Devrient (Germany).
